Washington Health Benefit Exchange statement on final legislative budget
Cascade Care Savings helps more Washingtonians afford health coverage
Olympia, Wash. - Washington Health Benefit Exchange CEO Ingrid Ulrey released a statement today on the final state legislative budget impacts for Exchange customers, just before the end of the 2026 Legislative Session.
“We are pleased that the Legislature allocated resources for Cascade Care Savings, the state-funded premium assistance program. The maintenance level of $55 million for plan year 2027 will help more Washingtonians afford the health coverage they need; however, we know that rising costs greatly increase the demand for assistance. Since the program launched in 2023, Cascade Care Savings has not been available to everyone who needs it due to funding limitations.
“We recognize that the Legislature and the governor had some very tough choices this session and appreciate the ongoing commitment to health care affordability, especially in light of the recent loss of the enhanced premium tax credits.
“We remain committed to working with Gov. Ferguson, the Legislature, state agency partners and stakeholders to support efforts to make health insurance more accessible and affordable to all Washingtonians.”
