Joanna Donbeck

Joanna Donbeck (she/her) is the Chief Operating Officer of Washington Health Benefit Exchange.

She brings more than 15 years of experience in health care law, policy and operations, with a deep commitment to integrating these disciplines to expand consumer access to affordable, high-quality care.

Most recently, Joanna served as Associate General Counsel for the District of Columbia Health Benefit Exchange, where she was responsible for providing legal counsel on issues impacting the individual market. Joanna previously served as Compliance Officer and Deputy Director of Operations at Washington Health Benefit Exchange, where she led organizational performance efforts and provided strategic direction to align operations with the Exchange’s mission and values. Earlier in her career, she co-founded the Health Care Rights Initiative, a New York–based nonprofit dedicated to patient advocacy and education.

Joanna holds a Juris Doctor from the City University of New York School of Law and a Bachelor of Arts from Washington University in St. Louis.
