Interim Exchange CEO Heather Moss

Heather Moss is Interim CEO. She will serve in this role until the Exchange Board names a permanent CEO; a search is underway. 

Heather Moss served as director of Pierce County Human Services for four and a half years where she provided strategic direction and management oversight to a staff of 300 people. She has deep roots in Washington state government as well. She served as deputy secretary for the Department of Children, Youth and Families (DCYF), and prior to that, as both director and deputy director of Washington State Department of Early Learning (which eventually transitioned into DCYF). Early in her career, she worked as both a policy and a budget analyst for the state Office of Financial Management and as a research analyst for the Joint Legislative Audit and Review Committee. 

Heather has a Master’s in Public Administration (MPA) from the University of Washington. Heather has also served as deputy director of Child Care Aware, a nonprofit in Tacoma and as adjunct faculty at Evergreen State College in the MPA program. She is a trustee at Bates Technical College and is the president-elect of the Washington Association of College Trustees. She has served as board president of Elevate Health, and as a board member of the Foss Waterway Development Agency.
