Former Senator David Frockt

David Frockt served 12 years in the Washington State Legislature, representing the city of Seattle, Lake Forest Park and Kenmore. Initially elected to the state House in 2010, he moved to the state Senate in late 2011 and served there until his retirement from that chamber in January, 2023.  He was appointed to the Board of the Washington Health Benefit Exchange by Gov. Jay Inslee in April, 2023.

Over his career, Senator Frockt served in Caucus and Committee leadership in a variety of positions including as Ranking Member and Vice Chair of the Senate Health Committee and the Senate Ways & Means Committee.  During his tenure, Senator Frockt sponsored the legislation that created Cascade Care as well as legislation enhancing behavioral health treatment options for children on Apple Health and limiting out of pocket costs for some prescription drugs.  As budget lead, he worked to expand Medicaid after the Affordable Care Act, fund additional health insurance subsidies, and sponsored significant investments in new behavioral health treatment facilities and community health centers.

In recognition of his health care leadership, the Washington Chapter of the American Academy of Pediatrics established the inaugural David Frockt Child Advocate Award which will be presented to future legislative leaders who advance policies to improve child and adolescent health. Over the course of his legislative career, Senator Frockt passed directly or indirectly nearly 60 House and Senate Bills. In early 2023, the Harvard Law School Journal on Legislation published Senator Frockt’s case study on addressing partisan divides in difficult lawmaking challenges.

Senator Frockt holds a BA from the University of Pennsylvania and a JD from the UCLA School of Law.  He previously served as a Congressional Aide in the US House of Representatives before moving to Seattle where he practiced law for thirteen years prior to joining the legislature. David and his wife Rebecca have been married for more than two decades. They live in North Seattle and are the proud parents of college age twins.
