Carole Holland is the Chief Financial Officer for the Washington Health Benefit Exchange. Carole oversees the financial and administrative operations, including budget, accounting, contracts, and facilities. She has more than 25 years of state and local government management experience, primarily in the financial area.
Carole’s experience in the health care field comes from her role as the Senior Budget Assistant to the governor for health care, human services, and corrections, and her work as a consultant on health research projects and as Director of Education for a national medical society.
While at the Office of Financial Management, Carole served on the Affordable Care Act Expansion Executive Management team which guided Washington state’s efforts to implement health care reform. Her background includes serving as nonpartisan staff to the Senate Ways and Means Committee and as Executive Director of the Washington State Efficiency and Accountability Commission.
Carole has a doctorate in Educational Leadership and a Master of Arts in Adult Education and Training from Seattle University. She has taught as an adjunct professor in the Institute for Public Service Masters of Public Administration program since 2003.
